they ordered evacuation but no transportation
they locked the people in jail and left
they looked for dead before helping the living
army of police protecting harrahs casino and none at the convention center
didnt even do a good job of checking for dead in the houses, month after the storm
they directed people to navy housing but when they got thier they came to guns and locked fences
